This is tehnology upgrade that cost 6 gems.When you buy this upgrade in upgrades menu you can research spiked walls in tehnology menu in tows and it cost 8 turns.What it does is when melee unit hits wall he will recive 1-3 damage and maybe if you want you can make rams imune to this.More logicly it means that wall be able to counterattack units that hit that wall once you resarch this.You can also research this in advancment center(this will make that building more usefull).
Picture for this upgrade is very easy just some wooden spikes and its good.

Yeah, this is a good idea.
Do you mean when you get the technology all of your walls become spiked?
This could actually get a bit OP for somebody with lots of workers, who build lots of walls with archers firing behind?
Additionally, you could exploit this by getting workers to build 1 hp spiked walls everywhere.
My solution would be to use this as a kind of upgrade to walls.
Think of it like this:
Once you have built a wall, you can then build spikes on top of it for 2 turns with spiked wall technology. When you attack the wall, you attack both spikes and wall. Spikes have less strength so while attacking they fall off (this can be 1-2 turns depending on unit), and you only then have to destroy the remaining health of the wall then. Spikes can only be built on fully built walls.

If emeny armor is >2,emeny hp will not drop.If armor is 2,emeny lost 1 hp.If armor is 0,drop 3 hp.
