This sub race looks really good, but there are some problems. For one, take out the tank/battering ram thing. It makes no sense whatsoever. If it's supposed ot be a tank, then why is it made out of wood? Isn't that counter productive? The other siege units are very good though. I like the idea of warfell being more in tune with the arcane and magical side of things, and that it would show in their units. The battering ram just doesn't fit at all though.
Also, the dog people should be taken out. This is a human race, not a beastman one. Humans aren't elves. They're not as cooperative with other animals like races like elves are. I'd suggest saving them for a future beastmen faction.
The dragons are fantastic. While I agree that humans shouldn't have very many dragons, I think it'd be okay to have these ones. The crystal dragon in particular looks amazing

Cerlers are going to be map editor units I believe. They were supposed to be warfell experiments to make better war dogs. Battering ram could get armour to make it look more tanky.

The tank feels out of place in general. They're going from catapults straight to tanks. If warfell has the ability to make tanks, wouldn't they be able to make cannons too? There needs to be some consistency. In my opinion, it would be better to leave it as a battering ram, but make it made of metal or something so it's more durable. Maybe the ram could be imbued with arcane stuff to make it better at destroying building too or something

At most as dwarves in terms of smithing and buildings (alas still dwarves are better).
Also still no gunpowder.
(Remember that gnomes are more advanced than dwarves and it is bad idea to hive humans more advanced sub than dwarves).

That "cannon" shoots unstable sparks of arcane. And also that "tank" is made in similar way to battering ram.

Yes for battering Cannon.
It is interesting flavor, kinda like magic imbued rail gun.
It can't really be made better except for range. Any tactician would see as threat and use fire to burn it out B4 ram can close. This makes Warfell ram-cannon more useful.

I'm still no on the cannon part of it. A more defensive arcane battering ram would be better. If you really need the cannon, then turn it into its own separate cannon unit. Make expensive and somewhat unreliable to reflect that it's still mostly in the prototype stage

They are their own separate advances. So they are advances in their own ways. As you can see here they combine a bit of technology and magic together.

I can see that. The problem is that this particular bit of science and technology isn't consistent with everything else you've outlined in the sub race

Keeping something consistent is perhaps one of the most important things to consider when creating anything. It ground the idea in reliability. An arcane cannon itself would he consistent. This race has shown that it delves more into the arcane than ordinary humans, so it would make sense that they get to the point of testing arcane cannons. If you had the arcane cannon, then I think the tank would make more sense as there would already be a similar unit within the roster

If you're gonna put in the tank, then there needs to be some form of in-between unit. One that's more advanced than a catapults, but not quite as advanced as the tank. ...., Really? That's all it needs? If it's something small like tiers then it could remain on ready list, it's not like it's going in the moment it gets on. As for the battering ram cannon, that too is a small thing, I'll put pending for now on the sub race until it is fully ready.
