I dunno what u mean with "maybe not scaledfolk", but imho the structure is good enough to be implemented.

dragon temple is very similar to dragon pit. maybe change your idea name from dragon temple to dragon pit.

Does they have good ranged? For example elves have no active towers since they already rely on their ranged units
What should a scaledfolk tower do?
More than damage a snake tower might poison enemies (no damage that turn, but damage over time)
Another tower might give some effect in its area (like an aura for friendly units)
