IMHO, this seems too hard code based to be worth it, plus it would be confusing and it is not essential for dwarves either.

Honestly, I think using tunnels as a method of destroying buildings may be more easily accomplished by giving the tunneler a spell to apply Vanishing 3 on the building and perhaps a curse effect on itself to show it is busy during that time. Neither should be removable by disenchant though. The tunneler is also invisible like a human assassin during the effect, and cool down should apply so the other side can have a shot at him between jobs

Buildings that work like bridge but can only be built on mountain, hill, and rock tiles. Friendly units in these tunnels will be healed.

I like this. I think dwarfs shoukd not be able to attack from them, but they should probbly be near indestructable from arrows.
The day is coming when a single carrot, freshly observed, will set off a revolution.

What about something more simple?
We can make a tunnel building that you can only create on mountains. Only tunnelers can do it and they can build from inside of that (building the tunnel prosecution)

I agree with that. Also allow the miner to make cave shelter for healing (act like underground tower).

Maybe allow the tunnelers to dig through mountains rather than underground?

I say he should be able to build 2 structures that allow you to pass through mountains.
Dugout- allows passage and regeneration
Tunnel- only allows passage but cheaper

It will act like bridge, but only buildable on mountain or rock tiles. Invisible. Can only be discovered by the enemy when there is enemy unit next to it. Built by Dwarf Tunneler/Miner. High pierce armour. Destroy it with melee. Workers can instantly annihilate this building.

Sounds awesome and can be really useful on certain maps with a lot of rocky terrain

I think units must be invincible for enemy as well.
