Plasma rockets launcher and turrent IMPLENTED

A vehicle and a turrent that will be capable of shooting the plasma rockets, unlockable after the second tier of plasma weapons. Basically so the reptilans can benefit from stolen from humans techs a little bit more. They will work like humans counter parts (but there is no need for AA capabilities for turrent so we will skip that one and the vehicle can be a hover one).
