Scaledfolk ability and movement

I'm building a map, and it turns out that various scaledfolk units cannot access shallows even though they have positive speed given for shallows (access to swamp and water works).

The "binding venom" ability has an error in the effect:
notfound:lb_powerAccuracyPenalty

The devourer has an error in the "devour kobold" ability:
notfound:lb_hpPercent

Shallows: might be problem with naming, we will check that.

Not_found problems: those effects are working fine, it is just they do not have fancy naming yet. We found proper names for them — they will be in next update if stratego will not forget that.
