Issue with Nato missile infantry

The Nato mistral missile (anti air) needs a higher defcom
. Its on the level of stinger and is currently available from start. Stinger is defcon 3

The Milan missile is on level of javelin and also is available from start. The weaker lrac f1 is defcom 3. Javelin is defcon 2.
