Nato lacks engineer from Barracks +wrong startup IMPLEMENTED

All nations can build an engineer und unit from their Barracks. Except Nato . This is especially important if you start without a City. Plus, Nato starts with an American engineer instead of a Nato engineer

ok! all are fixed - tthanks!

these are fixeD:
- starter engineer for nato is nato engineer from now.
- the nato engineer can be built in nato barracks.
was there anything else mentioned?
