Reverse-Engineering

Similar in function to the already available "Stealing" tech. Allow engineer units a chance to steal tech of incomplete buildings they encounter and interact with. Upon success, allow them to complete the building and add that technology to the abilities of their faction, as the stealing tech does. For example, an allied engineer unit encounters a partially built Flakzweilling. If they succeed they can complete it and build others of their own. If they fail, the engineer does the usual negligible damage as he begins to tear it down.
