Battle wagons were considered tanks in medieval times, they were well armoured and brought fear on their enemies. This one will act in the same manner.
But yes, a imperial chariot would be fun.

in theory it should have 2 phases:
moving
deployed: once it deploys it cannot move but units inside will be able to shoot and they will be protected by the wagon basically

Ummm, this is supposed to be a chariot.
Buut, this could work too. We should make armour on it look imperial and maybe see if we can add horses to it for mobile form. Stationary form could have more range and can have units inside be able to fire.

Adding horses will make it 2 small very small actually, i think battle wagon makes more sense, humans have imperial knights filling that role already.

This unit would be the Imperials heavy unit in place of a giant since humans don't have giants really. Idk how normal chariots are so it's stats aren't finalized.
Basically an imperial tank.
1. Too high health for transport unit.
2. Too high armor and piercing armor for transport unit.
3. Too high carry capacity for transport unit.
4. Too high speed for transport unit.
5. Ranged attack.
6. Aoe damage.
Reasons:
1. It is waaay too superior to any other transport unit (even better than dwarven zeppelins with current suggested stats!) that can self defend itself, move even faster and live much longer. (Balancing point)
2. If it is armored unit that can self defend than there must be not so much place for troops and also it can't move EVEN FASTER than normal wagon. (Logic point)
What i suggest to change for this unit:
1. Make this instead a research "Improve wagons" for 6-8 turns in siege workshop/castle.
2. After research you can train better wagons (3 types, trainable in tc only, they can't be built by workers though, doesn't remove normal wagons from training/construction, all have turn cost 5):
2.1. Fast wagon - same stats as normal but speed is 6.
2.2. Big wagon - same stats as normal but carry capacity is 6.
2.3. Armored wagon - same stats as normal but health is 40 and armor is 2/5.
And still no attack to them. At all.

The original idea was a chariot but then was switched to wagon. It was going to get an update on stats anyway but the key thing is units will be able to shoot from it. It acts like a armoured transport that protects your archers. Or else this defeats the purpose of the entire concept.

No. DEFINATELY NO.
Siege mantlet with carry capacity 4 and speed 6 (and with other those stats) is op EVEN WITH 20 TURN COST.
With current stats it is like ent warrior with much HIGHER SPEED AND CARRY CAPACITY. It will just RUIN whole balance.

Hmmmm well my only issue is if you want them to attack out of wagon can you make a suggestion for dwarves?
Dwarves suppose to be superior with structures, sieges, transports and gnomes are even better.
Pretty much Im saying is the better you make this transport the better dwarves will need something to top this

I am against any form of fast transport unit with ability for units to attack from inside unless it has 1 hp and unit inside dies with it.

They have a flying one, the timeshare tanks, this is just a wagon with armour. I didn't here anything about dwarves having best transports.
