I was thinking we could add these evil no good scum under undead, as they are pretty evil
The men of Rhun would be an elite tank/heavy anti-cav
The Haradrim could have both elite bowmen and heavy throwing weapon units
Mumakil! Super Anti-Cav/infantry. Weak against fire
What do you think, can we get away with humans in the Undead?

I don't think so, they were allied with orcs. We can make some different undead creature tough.

Living humans with undead is weird imo, unless it is just for campaigns
The day is coming when a single carrot, freshly observed, will set off a revolution.

They owed allegiance to Sauron.
Maybe there can be both a special tech and building for it
Mercenary contracts allowing the building of of a special palace which can bring in these monsters.
Acting as mercs and their disposition of 'The West will Fall!' Should be enough.

They didn't really mix with the Orcs, like how in the movie they consisted of the rearguard

I think that those units that fall in a gray area should stay out of normal game and remain campaign materials
