Men who use war hammers to crush heavily armored units. Relies on strength of attack to be their defense. Light armor such as leather or mail.

The one told of above would use 1 weapon that needs both hands.
There is a possibility that unit could be used have a lighter, shorter hammer with less attack but weilded with one hand and the other hand have a sheild. Better armor
Another possibility is two lighter, shorter hammer with two attacks
Maybe these could be upgrades of one another

I think he is saying that they should have no pierce armor probably.
However, I do not think a hammer makes sense for nords. Nordic culture was powerful around the 8th century I believe, and heavy armors like plate didn't really exist until the 13th century, which is what war hammers were originally built to be good against.
I think nordic warriors used swords/axes/cutting things.
