Type 2 Ka-Mi Reduce Cost By 1

It was based off the Type 95 Ha-Go light tank with major modifications for amphibious use. The Type 95 Ha-Go light tank costs 2, this Type 2 Ka-Mi should cost 3 turns not 4 turns.
