Paratrooper enhancement

Here's some suggestion for paratroopers.

1. Availability of infantry form in airports starting in industry 2 for all nations for 2-3 cost.
They are also used en masse as just land troops when they are lacking people.

2. +1 movement
They are basically light troops so maybe.

(Or)

3. Convert chance (capturing)
They can convert factories by 1/8 chance.

Only of either"2" or "3" should be implemented as its OP if both.
