Is it on purpose that the nuclear Power plant can only Research the nuke II tech, plus the additional factory? And not the nuke 1 tech? But maybe it does make sense

I think the description needs reworking, though :

Maybe Let's build +1 factory or so is better. I couldnt figure it out without thé change log
