French ships: Jeanne d'arc hélicopter cruiser, mistral class carrier

The Jeanne d'arc hélicopter cruiser is completely useless. No ability to Produce hélicoptèrs and none to Land them. Also very lacking actions for the cost.

The mistral class carrier also doesn't produce anything at the moment.

It is in development
Mistral will be able to carry helicopter and land unit
Jeanne d.arc will carry helicoptere
