IS-2 should have "vs tanks" damage multiplier

Seriously, why IS-2 don't have damage multipliers against tanks... It was the only TANK capable of penetrating the Tiger II's frontal armor... IS-2's AP ammo with 250g of TNT was capable of killing the entire crew or even destroying enemy tanks with just 1 shot... Do you agree?
