Can we keep imperials and phantoms on the same level of units with eachother?

Since they don't have any upgrades to make them as good as the uruk archer x3 or imperial crossbow men at his max, and since the elven elite archer also benefits from elven upgrades I don't see this guy being that much of a problem in terms of undeads horrible ranged units. He'd be at 5 range while uruk will be at 9 as well as the elf, and the imperial will be at 8, with his power rng added mind you. By this it's pretty even to me.
You could give this to the archer.

Here i agree with lynx.

As for levels of power - phantoms must be similar, yes but a bit weaker (normal ones) than imperials. (Golden ones can have more health but still less armor than imperials from all upgrades).

Apropo, can later add other actually not phantom but ghost or armored monster units here or is reserved for phantoms only.?
