Ok, so it's going to be a mummy charioteer.

So it would be bulidable in the "tomb" buliding planned in mummies topic. What about the stats?

According to what I read, it's stats all together are:

Cost:4
Hp:26
Atk:16
Rng:1
Sight:7
Spd:4 can't move through forests or water - well maybe we want if to move through water after all?
Cap:1
Arm:1
P.arm:5
Res:0%
Abilities:
Fear aura- same as in scele ball topic
Bulidable in tomb only
Same bonuses as cavalry.

Units can act inside.
Can only carry infantry, not cavalry, giants, and siege.
I don't think the mummies will have own upgrades. Or will they?
Ain't it a bit underpowered maybe?

It is rather useful actually because it can be used as cover for your precious undesd casters so for 4 turns it already have rather good stats.

Please when you ask to change something argument why do you want that change. ...
Put some numbers, compare to what other races have and so on. Some real info why it must be done.

No upgrades in the meaning of tiers but I remember they were one of the most important undead spellcasters, aren't they?

About the unit

1) I wouln't make a chariot as a skeletal unit with tiers unless we start to develop chariots (and their corpses) to other race.

2) I don't think it should be both a standalone unit with his own attack and a transport

3) in general chariots aren't the most stable vehicles and I'd say that a spellcaster would have difficulties casting from it, in terms of concentration, also considered the limited space inside.

4) Also it doesn't make much sense not allowing units to attack from wagons and then providing a better option (that unit don't even need to be escorted)

In general the reason why spellcasters are easy to kill is that they should be easy to kill although powerful.
