If this thing will have only 2 actions/turn than it is not better than heavy ballista.
Even with that "no damage penalty".

I suggest to both increase damage to 8 and actions/turn to 3 from gok's suggestion while having 4 turn cost.
This way it will be compared to ballista (especially heavy one - with these suggestions both will deal up to 24 damave to main target) and while ballista will deal more damage to heavy armored targets and has a bit lower range than this one.

doesnt really matter if it has miss chance, since it does not get damage penalty in area effect, it will deal same damage to all units around target area, in that case i think damage might actually b a bit high, 24 to everything around target

Remember that this damage is lowered by armor:
if unit has armor 2 than he will get only 18 damage, if 3 than 15 etc... because damage reduction from armor applies to each shot.

Also i think that this unit must deal piercing damage, not melee one because it makes no sense to deal full damage to buildings, ships, skirmishers, shielders.

but it is shooting iron bullets... even if it has higher damage i would still prefer ballista over it if it used pierce damage,and workers would focus on catapults and battering ram, there r too many units with similar uses,

It shoots small bullets, even smaller than musketeer ones. Lots of but small ones.

and that is why i like first idea: 9 actions, 5 damage, single target.
Maybe lower damage even more (to 4) and it will be awesome unit.

I also support original suggestion, but wat about gral.sturn? I only suggested a balanced area effect because gral wanted atk in a row or something,

Personally I accept whatever the majority chooses

Similar to other siege units. Maybe 20. And 1/3 in Armor.

It is practly an amount of little cannons, its a musket party, it must have at least 7 attack(musketter has 12) , its a gunpowder unit.
About range and give it some bonus v builbing, i agree.
