Allows ship to regenerate it's HP +3 each turns.Cost=6 turns in dock.

There was a suggestion you mentioned in Antieffect techs thread:

This On Board Repair suggestion is basically generalization of that one (add ~4 HP vs. not taking ~4 HP damage).
