Paralyzing Blow/Stunning Blow

This tech teaches the monk (and maybe other martial units like the ninja) a skill that stops another unit from acting/moving

The first thing we should choose is if the skill should be an active effect or a % effect that might occur with any blow/counterattack

The second thing is to choose if the effect should prevent the target unit to attack, move or both

The third thing should be choosing if we want the effect to have always the same succes % or if we want it scaled on the target stats

Maybe the "stun" always reduces the target's attack by a certain number (4 for example). And my opinion is that it is an active effect.
