Tech, 5 turns and allows:

Boats to be carried in a wagon on land
--OR--
Allows player to build a new unit "Boat carrier" or "Trolley" that has one space & can carry boats.

Also,
Speeds up building of fortresses, castles and other strong buildings by about 5-10%

Any other ideas that this would allow?

I like it and support the enhancement. The greeks built Diolkos which was a paved trackway near Corinth in Ancient Greece which enabled boats to be moved overland across the Isthmus of Corinth.

This enhancement could be put in the advancement center.
Anything is feasible with enough money and power.

Could also increase range/accuracy of catapults...

Good idea, if it's considered too op you could reduce the transport speed by 1 or 2 if carrying ships
