I've only used the turtle ship one time and that was when I besieging a castle I put the turtle ship behind my warship. It killed the enemy fleet and brought victory to belfry777. but only once.

Coolguy mentioned we getting making it to be op, so its range goes back to 3, and coolguy will suggest the final stats

I think the added armor is good. I don't want to add the range, because that would change the turtle to be an assault boat more than a patrol/defense boat.

Well, admiral Yi used them offensivly by sending them in point blank to the enemy ships and causing sistraction while his gunnships nuked the enemy.

If a ship is to act as distraction it needs to b defensive, turtle ships were defensive bcuz their small size helped them dodge many cannon fire and gun shots, while their hard shell on top protected crew from arrows

In game turtle ships need at least 3 cannon shots, while bcuz of 4 speed they can even dodge a cannon shot or 2 which make them survive even longer. But as u said they r more useful as distraction, and u need fire archers to kill cannon ships
