If I can produce ships and planes in cities then why can not they return to the cities?

that is only because of AI that is not that wise building all kind of buildigns.

ideally those should not be produced in TC.

So I think that's quite good that you can produce in cities also aircraft, tanks and ships. You should then perhaps tighten something, so that then not quite as many types can be built, but all units should be able to return to the cities. And also find there a minor repair
