Effect - Fire/Burning - IMPLEMENTED

This will be needed for the fire archer (it has been accepted, but not implemented). Basically it is like poison against structures. Perhaps it may be also given to catapults with area damage researched?

yes, we need the same like in aof (easy to port here)
