Your basic "infantry" unit. Many species of eagle are carrion eaters, and it makes sense anyway that a predatory species might consume it's enemies. Armed with a shrapnel cannon, the defining feature to set it apart is trample damage, plus flying. This being said, it has relatively low hp compared to other infantry.

I not specialy like concept if eating corpusess-I thoughted about it for Myconids-mashrooms "consume" dead thinks. Also,myconids are "less cultured" thought.
I will decrease their attack power,they have aoe,so should be weaker than humans infantry.
Mayby some psychic resistanse? They have talent for psionic.

In my experience, raise dead and consume corpse on the same race leaves consume corpse almost useless. I want myconids to get a form of raise dead, and leave consume corpse for units like this. Maybe some reptilians and insectoid units can get it as well, but not as many.

As far as being cultured, I'd say to a species that is naturally predatory it is considered respectful and good manners to consume your enemy. To do otherwise would be saying said enemy is so distained, they aren't worth consuming.

Decreased attack: ok with me.
Resistance: couldn't think of a reasonable number. Any suggestions?

I suggest high psionic armor (natural talent) than other races infantries, other types of armor just makes them heavier to fly (they would have some armor, but it is less to none at all).

Except if there is apropriate upgrade that increase their chemical and physical (?) armor (they found how to make lighter but stronger armor).

Edit : Btw, how agile they are, considering they can fly (which is huge advantage) rather than other races infantries? I suggest if forest had speed impact, avians will not be affected.

That's also part of the point of shrapnel cannons. It's hard to aim with your "feet" but if it hits a large area, who cares.

How about instand of healing after consuming dead body give it a some sort of rage,incresing it attack for few turns? Mayby losing trample (instand of using weapon,they attack with claws and beaks) but Im not sure if its passible to make. Can effect decrease area damege?
I suggest 20% psychic resistanse, 1/5 spell working on them sounds ok.
