I'd like to implement this

The ideas I've collected here and there are the following:

unicorn mounting: you can train unicorns that cost 2 and most of base land units can mount them forming a unit that has +2 cost from the base land unit used, gain unicorn hp in addition, gets 6 land speed and loose all dodges. When the unit is killed it drops the rider with 1 hp.

eagle mounting: you can train eagles that cost 4 and most of base land units can mount them forming a unit that has +4 cost from the base land unit used, gain eagle hp in addition, gets 5 flight speed and loose all dodges. When the unit is killed it drops the rider with 1 hp (if dropped on a tile that the rider can walk).

dolphin mounting: you can train dolphins that cost 2 and most of base land units can mount them forming a unit that has +2 cost from the base land unit used, gain dolphin hp in addition, gets 5 sail speed and loose all dodges. When the unit is killed it drops the rider with 1 hp (if dropped on a tile that the rider can walk).

squirrel mounting: you can train eagles that cost 3 and most of base land units can mount them forming a unit that has +3 cost from the base land unit used, gain squirrel hp in addition, gets 4 land speed and loose all dodges and can jump by 2 tiles at cost of 1 action. When the unit is killed it drops the rider with 1 hp (if dropped on a tile that the rider can walk).

Eagle and unicorn should be fine, the dolphin will probably need some rework and the Squirrel was made by @Lynx Shafir but -i think it still needs some improvements

I was hoping to keep current lancer and knight of elves as regular cavalry, who will keep dodges and such.

That would make no sense (we also discussed this already), but the loss of dodge will come to the gain of drop unit on death (which is better in my opinion).

Also all units will be available for recruitment in both versions (you can recruit the infantry unit and the mount and then combine them or directly the mounted unit)

In this case elves need some new regular-type cavalry as well since these mounted units will be locked behind tech.
Maybe Deer riders?

none will be locked behind a tech

maybe special mounts could just require a tech to recruit but the tech requirement is only for the ability to mound and dismount

I think we can have at base all unicorn riders (all units with +2 turncost as stated before)

we might then, if we feel is needed, put some requirements tech to unlock exotic mounts like eagles, squirrels and dolphins (cheap techs anyway, just not to be recruitable from turn 0), otherwise elves couldn't really play the game lacking any form of cavalry.

about deers: maybe they could be a cheaper form of mount (e.g. +1 cost, speed 5, no/very few extra hp and no drop of rider on death) they might also have some sort of free horn attack once in a while though (like a free horn at 0 action cost once in 3/4 turns and maybe tech dependant)

I wanted for deer riders to act as current cavalry of elves.
With dodges, armor and such.
And of course without dropping rider.

I think it makes more sense for cavalry units not to have dodge (they might retain dodge counter though, we can discuss it here)

I think that this drop on death will ensure better survailability for all elven mounted unit than dodge (at least a more reliable way of retaining some units)

anyway if we want to keep dodge for mounted units we can do that and forget about the "drop rider on death"

that would also be better in undeads vs elves cause dropping the rider would prevent elves from dropping any mounted corpse

About eagle mounting units, maybe you could try making sure that the wing doesn't cover the rider. You might try changing the wing shape (maybe yu can use the same approach used for gryphons and pegasus
