Orc Tech:Chief Shouts

Allow orc leaders and the upgrades to do warshout with cooldown of 2 turns. Warshouts decrease all nearby enemy units power by 2 while all nearby allied units power increase by 2.

sounds good but i think this tech maybe present as a spell.... nevermnd

i think we might make spells and techs a single category. Generally spells are created with their unit, if you want to add a new spell you generally ad a new tech
