Honestly I don't like any of these. The only time im ever using waypoints is when I've already won the game. Before that they tend to be useless, or cause problems.

Considering elves are the only ones currently considered for an increase in powerbase, I think it can be justified as being nimble enough to strike even a flying opponent that comes too close.

Dodge counter being freed up should work. If you want to keep part of the limit, it could be a little more complicated. Just make it so a unit with a bonus against another unit can dodge counterattacks even if said unit has a bonus against it.

Well, assuming the sentinel expansion is voted in I'd rather dodge remain as it is. The problem isn't really dodge in this case do much as the role of spear units in general. They have a mutual bonus vs cavalry, so whoever hits first between the two wins. Cavalry has higher speed, so it normally win...

I think this means every unit needs edited for powerbase 1, and these techs simply add +1 each to it.

Id actually say rage should remove the armor and spell resistance, but give +60 hp max and *doesn't* remove any on ending, except what would be above the max. Ok! Lets call it "powerBase" It must be smaller than power, if power is smalller, than power is used instead of powerBase (Eg. Where elves are concerned, they have a Elite anti cav unit that is a cab itself. If anyone has the strongest cav it would be elves with that protector who is effected by both dodges and armour upgrades, and can out maneuver every one else's cav. (besides undead.) I'd actually suggest 0% spell resistance for this one. Barbarians aren't seen as intelligent, and that would be the one point to halt a raging barbarian. At least make it so they can be slowed to stop the charge.

Cursed shield might be a little op on certain units, but the image looks awesome. If that could be overlayed onto the target, it would look amazing. The color comes off as team color I hope?

It's a bit cumbersome, but it seems to work for aos. Aof might not, since not all races even have a wagon right now, but I think that issue could be settled quickly if we decided to go this route.
