I'll agree that some units do indeed seem underused... A 4 turn cost dismounted knight sees more battle time vice a roman legionary with same cost, same bonuses and lower stats... I'd say along with cavalry...
Storm Saint would be weak against those who have no loyalty or use under-handed methods of combat
So mercineries and poison wielding units would have bonuses vs Storm Saint.

For your information, @Endru1241 , the upgraded hospitaller Halberdier is 34 pixels high, just like the normal skin for it.
