What about building the train in its entirety at once? Like building a Tank or a ship there could be prepared train-models... an AA-train, a carrier-train and a Tank-train for example. Snorkels were used at periscope-dept. The same dept as torpedo attacks were executed.

Regarding the need to surface with some submarines I would like to ad that some of these types used a snorkel which enabled them to use their gas-engines while submerged. So no need to resurface after diving.

I would like to ad to this list of demand that the AI still seems to be inable of proper use of parashooters. If you place some parashoot planes on top of water, to simulate some form of amphibious attack... they just wait at their position and do not move at all.
